Plans to limit the share of foreign employees engaged in construction, horticulture, transport and tobacco business
There are plans to limit the share of foreign employees engaged in construction, horticulture, transport and tobacco business.
The share of foreign employees engaged in construction activities, overland transport, horticulture and retail tobacco business may be limited. According to the official website of the Russian Ministry of Labor, the limitations are spelled out in draft decree of the RF Government elaborated by the Ministry.
As assumed by the Russian Ministry of Labor, in 2015 the share of foreign employees engaged in construction, overland transport and horticulture should not exceed 50%, and in retail tobacco business – 15%. The permitted share of foreign employees in various areas is specified annually by the Government of the RF in accordance with article 18.1 of the Federal Law dated July 25, 2002 No. 115-FZ On the Legal Status of Foreign Citizens in the Russian Federation". However, the types of activities mentioned above were not subject to limitations so far.
According to the Decree of the Government of the RF dated December 19, 2013 No.1191 "On specifying the permitted share of foreign employees engaged in economic entities operating in the sphere of retail business and sports in the Russian Federation for 2014", in 2014 the number of foreigners in sports organizations should not exceed 25%, and in retail alcoholic beverages business – 15%. The migrants should not work at all in the sphere of pharmaceutical commerce, retail trade in kiosks and markets, in other retail businesses outside the stores. The draft decree for 2015 these limits are provided for as well.
